The British "double mandate": an empire of the seas in Africa?

Abstract

This article highlights the impact that English sea-power had upon the colonization of - essentially - sub-Saharan Africa at the Berlin Congress, showing how the concepts that were then developed partook of a tradition that came straight from British India.
